The level of property tax collection in Kherson Oblast remains critically low compared to other regions of Ukraine. The region’s indicators are among the worst in the country – they are surpassed only by the fully occupied Luhansk region.
This is stated in MOST’s article “Budgets of survival. What were Kherson region’s finances in 2025”.
According to the latest data, the growth rate of receipts from this tax in Kherson stands at only 21.5% compared to the 2024 figures.
For comparison, the average for Ukraine shows growth at 119.3%.
Earlier we wrote that salaries in Kherson increased by 8%, but the city remains among the outsiders in terms of wage levels in Ukraine.
