The occupation administration of Kherson Oblast once again announced the development of a concept for the development of the coastal territories of the Black and Azov Seas.
This was reported by the Unified Institute of Spatial Planning of the Russian Federation.
According to the occupiers’ information, the concept allegedly envisions the development of resort infrastructure in Skadovsk, Holoprystan, Kalanchak and Henichesk districts.
Separately, the occupiers claim the formation of tourist routes along the coast: over 250 kilometers — along the Azov Sea and over 300 kilometers — in the Black Sea sector. The occupation administration asserts that the implementation of these plans is allegedly intended to promote an increase in tourist flow, the development of small and medium-sized businesses and the creation of new jobs.
However, the illegal authorities claimed that in 2025 the left bank allegedly was visited by around 100 thousand tourists, but 90 percent of them are relatives and acquaintances of Russian servicemen who are fighting in the temporarily occupied territories (TOT).
Earlier, Saldo admitted that there is no demand for tourist services on the left bank of Kherson region.
And in the summer of 2024 he stated that the tourist season in Kherson region before Russia’s full-scale invasion was much better.
At the same time, Kherson region itself, due to Russian aggression, risks turning into an environmental disaster zone. Environmental damage in the region has now reached over UAH 159 billion.
