The Pivdennoukrainsk City Court of Mykolaiv Region sentenced entrepreneur Viktor Lobanov, who attempted to officially transfer his recreation base “Orange” in the occupied Zalizny Port for use by a militarized formation of the Russian Federation.
This is stated in the court verdict.
Before the war, Viktor Lobanov together with his daughter owned a recreation base in the resort town of Zalizny Port. After the village was occupied, the Russians arbitrarily took over the facility. While in the Ukrainian-controlled city of Pivdennoukrainsk, Lobanov decided to voluntarily hand this property over to the aggressor for the needs of the occupying Ministry of Emergency Situations of Kherson Oblast.
Through the internet he found lawyers in Moscow to provide legal support for the transaction under Russian law. In June 2025 Lobanov left Ukraine for Moldova, from there flew to Turkey, and then to Moscow.
In Moscow he used his Russian passport (issued back in 2007 in Surgut) and executed a power of attorney for Russian lawyers to represent his interests before the occupation authorities.
He illegally entered the peninsula, and from there to Zalizny Port, where he personally offered the occupiers free use of the “Orange” base for 11 months.
Upon returning to Ukrainian-controlled territory, Lobanov continued corresponding with the Moscow lawyers via Telegram, agreeing on the contract details. However, he did not manage to finalize the matter — on August 27, 2025 he was detained by SBU officers.
During the trial, Viktor Lobanov cooperated with the investigation and concluded a plea agreement.
The court sentenced him to 3 years of imprisonment with a probationary period of 1.5 years and barred him from holding public office for 10 years.
The main condition of the agreement was Lobanov’s obligation to pay 2 million hryvnias to the benefit of the Armed Forces of Ukraine within 30 days. If this condition is not met, the verdict may be reviewed.
