This concerns amendments to the Formula for the distribution of the educational subsidy, approved by the Resolution of the Cabinet of Ministers of Ukraine dated December 26, 2025 No. 1764, which abolished the mechanism of targeted financing for payment for idle time of pedagogical workers. In Kherson Oblast this decision affects 553 teachers.
Idle time – is a forced suspension of work not due to the fault of the employee. In Kherson Oblast it is linked to hostilities, the destruction of schools and security restrictions.
According to Article 113 of the Labour Code of Ukraine, in the event of idle time not due to the employee’s fault, they are paid not less than 2/3 of the official salary. Since the financing of teachers’ wages is the responsibility of the state, it is the state that must ensure these payments – as has been the case since 2022.
In 2026, approximately 45 million hryvnias are required in Kherson Oblast to provide such payments.
In 2025, there were 631 such teachers in Kherson Oblast, and 80.7 million UAH was allocated from the state budget to pay for their idle time.
Recall that in the summer of 2024 the Ministry of Education and Science of Ukraine initiated the termination of employment relations with teachers who, for various life circumstances, were in temporarily occupied territories but maintained contact with their employer.
