Residents of the Kakhovka district cannot obtain services from the Pension Fund, the Civil Registry Office (RACSU), MREV and law enforcement agencies directly at their place of residence. Due to the lack of specialists in the 15-kilometer coastal zone, citizens are forced to travel to neighboring settlements — Tavrychanka or Chaplynka.

The main obstacles to processing documents are the significant distance of the relevant agencies from the administrative center and unstable transport connections. According to local residents, buses to Chaplynka run irregularly, and because of queues in state institutions people often fail to make their appointments before the return transport departs. The situation is more complicated for those who do not have private vehicles.
The head of the occupation administration of Kakhovka, Pavlo Filipchuk, confirmed that a number of services, including the military commissariat and law enforcement agencies, refuse to operate within the 15-kilometer zone from the front line.
Filipchuk noted that due to the cancellation of evacuation decrees there is a need to restore staff locally or to develop schedules for mobile reception visits coordinated with the transport timetable.
