Kherson Oblast is among the leading regions by the results of address verification for the Unified State Register of Addresses (USRA).
This was reported by the Ministry of Development of Communities and Territories.
The best results are shown by the Kherson, Mykolaiv, Lviv and Kyiv oblasts. Among large cities the leaders are: Lviv, Kherson, Mykolaiv, Rivne, Kryvyi Rih, Chernivtsi, Bila Tserkva and Sumy. As of January 2026, 223 territorial communities have already processed 100% of addresses.
In Ukraine, the creation and population of the Unified State Register of Addresses (USRA) is ongoing. Since the start of the project, more than 5 million addresses and 327 thousand streets have been verified. 98% of streets and 52% of addresses in settlements have been processed.
The first phase — verification of streets — started on July 24, 2024. All communities took part, except those located in combat zones or on temporarily occupied territories.
Communities in the Vinnytsia, Volyn, Zakarpattia, Kyiv, Kirovohrad, Lviv, Mykolaiv and Kherson oblasts have fully completed the work.
Since the beginning of 2025, the second phase — verification of addresses — has been underway. 1242 communities have already joined it.
USRA is a system that makes state and municipal services simpler and faster. It is also the basis for reconstruction programs, in particular eRecovery, as it provides accurate and transparent data. Essentially, it’s about every house having one correct address in all government systems.
