The so‑called Arbitration Court of the Kherson region held Oleksandr Kulchykovskyi, a former captain of the State Border Guard Service, administratively liable for selling alcohol without the necessary documents.
This was revealed in the materials of the occupation court case.
It is noted that in July 2025, during an inspection of the café «Palma» in occupied Skadovsk, Russian security forces recorded the sale of two bottles of beer without accompanying documents and without connection to the Russian alcohol accounting system. One of the bottles was seized.
After that the Russian Interior Ministry department «Skadovsk» applied to the so‑called court demanding that the entrepreneur be held accountable.
Kulchykovskyi allegedly admitted the absence of the documents and asked to replace the fine with a warning. The court imposed administrative punishment in the form of a warning. The seized beer was ordered to be destroyed.
According to the Center for Journalistic Investigations, Oleksandr Kulchykovskyi was a captain of the State Border Guard Service of Ukraine. The State Bureau of Investigation in absentia informed him of suspicion of unauthorized abandonment of his post. According to the investigation, on 24 February 2022 he evaded performing his duties and remained on temporarily occupied territory.
Oleksandr Kulchykovskyi’s father is Serhii Kulchykovskyi, a deputy of the Kherson Regional Council from the party «We Must Live Here!». According to the CJI, he voluntarily defected to the enemy’s side and has been wanted since July 2022 for state treason.
