The occupation government of Kherson Oblast on February 10 adopted a “decree” establishing norms for the formation of expenditures on remuneration of persons holding so‑called municipal positions and for the maintenance of illegally created local self-government bodies.
This became known from the decree published on the occupation administration’s website.
The occupiers approved a methodology for calculating salaries and the maximum funding amounts for the so‑called municipal formations.
Thus, communities are divided into six groups depending on population size — from over 35 thousand residents to fewer than 7 thousand. The list includes Henichesk, Skadovsk, Oleshky, Holoprystan, Kakhovka, Novotroitske, Chaplynka, Ivanivka, Kalanchak, Nyzhniosirohozy, Velykolepetysk, Verkhnorohachyk and Hornostaivka districts (territorial unit introduced by the occupation authorities, analogous to a community, – MOST), as well as the city of Nova Kakhovka. Population figures for the calculations will be determined based on data from the Russian-controlled statistical authority as of January 1 of the current year.
The annex to the occupiers’ decree states that the total amount of norms for remuneration of the so‑called deputies, elected officials and municipal employees is 987.6 million rubles.
The largest funding is envisaged for municipalities of Group II — 319 million rubles. For Group I it is set at 216.5 million rubles, III — 146.5 million, IV — 165.2 million, V — 49.9 million, VI — 90.2 million rubles. Norms for expenses to maintain the illegal local self-government bodies are set separately — a total of 1.28 billion rubles.
The occupiers’ methodology provides for taking into account official salaries, monthly allowances for class rank, length of service, “special service conditions”, work with state secrets, bonuses and material assistance. It also defines the maximum staff number of employees of these illegal bodies, 1,044 positions.
