Russians arrested three residents of Stavropol Krai who organized a scheme to embezzle budget funds through “housing certificates” for residents of occupied Kherson region.
This is reported by pro-Russian media.
According to the investigative authorities of the Russian Federation, the Stavropol residents used a payment program intended for displaced persons. The individuals involved in the case found certificate recipients who actually were not planning to relocate to Stavropol Krai and used their data for fraud.
Thus, the fraudsters submitted falsified papers to the regional Ministry of Housing and Communal Services about alleged property purchases, and on the basis of the false documentation they received direct cash payments from the state.
In total, more than 14.5 million rubles were stolen from the Russian budget under this scheme.
