A criminal proceeding has been initiated in Kherson regarding violations of civil protection requirements during the operation of shelters.
The Kherson Regional Prosecutor’s Office reported this.
During the inspection it was established that some shelters in Kherson were closed or had limited access, and other violations of safety requirements under martial law were also found.
The proceeding was opened under the procedural supervision of the Kherson District Prosecutor’s Office on the basis of a statement by the Commissioner of the Verkhovna Rada of Ukraine for Human Rights. The appeal was submitted based on the results of monitoring of shelters in the regional center.
It is noted that the relevant information has been entered into the Unified Register of Pre-Trial Investigations under Article 270-2 of the Criminal Code of Ukraine.
Currently law enforcement is taking measures to establish all the circumstances of the incident and the persons responsible for the inadequate functioning of the shelters.
Recall, according to the Commissioner, dozens of residents of Kherson complained about a shelter that was inaccessible to people during shelling and drone attacks.
The Office of the Ombudsperson reported that in 2025 they conducted 1,066 monitoring visits to civil protection facilities across Ukraine. In Kherson they carried out 15 inspections, during a significant portion of which shelters were closed or had limited access.
Recall, according to the MVA, 344 shelters have been equipped in Kherson. The administration asserts that the shelters are accessible to people with disabilities, people with limited mobility, elderly residents of Kherson, and parents with children.
