Kherson Oblast ranks third from last among Ukraine’s regions in the number of criminal proceedings for fraud. In 2025, 436 cases were opened in Kherson Oblast.
This is indicated by data from the Opendatabot platform.
By the number of registered cases the oblast was surpassed only by Donetsk Oblast, where 210 proceedings were recorded, and Luhansk Oblast — 16.
In total, in 2025 Ukraine registered 48 871 criminal proceedings for fraud. This is a quarter less than in 2024, when law enforcement opened almost 65 thousand cases.
A suspect was charged in every fifth case — 10 456 proceedings. Cases reached court in 18% of instances, or 8 758 criminal proceedings. For comparison, in 2024 this figure was 24%.
The largest number of fraud cases in 2025 was recorded in Kyiv — 6 825. Next are Dnipropetrovsk Oblast with 4 844 proceedings and Kharkiv Oblast — with 3 677 cases.
