The colonel-general of the Russian National Guard who was sentenced to 15 years for waging aggressive military actions in the Kherson region is Ihor Turcheniuk.
This was reported by the Center for Journalistic Investigations with reference to the court verdict and other sources.
Recall that the investigation established that more than 30 Russian military formations were under his command. From February–July 2022, the Rosgvardiya servicemen subordinate to him, together with other units, enforced the occupation regime in the Kherson region, which resulted in numerous civilian casualties, including children.
In addition, the convicted man led violent dispersals of peaceful rallies in the region, where protesters were subjected to particular brutality. He was also responsible for creating a network of checkpoints, conducting “filtrations” and organizing places of detention where Ukrainians were illegally held, tortured and killed.
Turcheniuk is originally from the city of Osh (Kyrgyzstan). Vladimir Putin appointed him to the post of commander of the grouping of troops (forces) “South” of the National Guard of the Russian Federation in August 2021. As of September 2025, according to Russian media, Turcheniuk was still in this position.
