The Kherson Regional Prosecutor’s Office filed a lawsuit demanding the termination of the contract for the construction of an overpass in Kherson. The value of the contract, concluded back in 2021, exceeds UAH 1.1 billion.

The main reason for law enforcement’s intervention was the contractor’s prolonged failure to carry out work against the background of the critically deteriorating condition of the structure. To date, the remaining budget funds that were to be paid to the contractor amount to UAH 731 million. Prosecutors aim to prevent the inefficient use of these resources, since there are no real developments on the project, the report says.
During 2024–2025 the client repeatedly recorded partial destruction of the overpass structures. Despite official appeals, the contractor took no measures to eliminate the defects or stabilize the technical condition of the structure.
Due to the hazardous condition of the structure and the real danger to drivers, the regional commission for technogenic safety and emergencies was forced to completely close vehicle traffic on this section. Currently, the prosecutor’s office is seeking in court to terminate the contract in order to preserve budget funds and allow the involvement of responsible contractors to complete the construction.
Recall that the Kherson Regional State Administration terminated the contract with the company that was building the overpass as early as January 2022.
The agreement itself was concluded in October 2020 with PJSC «Укратоменергобуд».
The main shareholder, holding 89% of the shares of the Kyiv-based «Укратоменергобуд» headed by Roman Khodin, is LLC «Енергетичні інвестиції» of Oleksandr Bashtanenko from Kryvyi Rih. According to the YouControl system, until September 2018 «Енергетичні інвестиції» was owned by Roman Khodin and Ruslan Rudomina, and until June 2017 – Valeriy Shtogrin.
