The Service for Restoration and Infrastructure Development in Kherson Oblast continues implementing an experimental project to protect critical infrastructure facilities.
As indicated on the Prozorro portal, on December 15, 2025 the Service signed a contract worth more than 64 million UAH. It concerns the reconstruction of “Facility No. 3” on the territory of the Kherson community.
This contract, like the previous ones under this project, was concluded without open tenders. The Service justified this by the urgent need to strengthen defense capability and protect facilities of the fuel and energy sector, in particular the networks of JSC “Khersonoblenergo”, under martial law.
Funding is provided from the reserve fund of the state budget.
There is currently no access to the agreement because, as indicated on Prozorro, it is protected by “martial law confidentiality” and will be published 90 days after it is lifted. However, it is known that the works must be completed by June 30, 2026.
The contract for the works was awarded to LLC “Ukrbud-Proekt-Reconstruction”. The founder of this company is listed as Volodymyr Mahlyovanyi from Kramatorsk in Donetsk region. However, in the list of former ultimate beneficiaries one can see David Kizimenko from Brovary, who is suspected of embezzling budget funds that were allocated in 2023 for the restoration of the Sumy region. In addition, David Kizimenko’s father – an occupation official in Sevastopol and billionaire Oleg Kizimenko – and his brother Mark Kizimenko have a record of criminal cases and have been under suspicion at least twice.
