SBU investigators have notified residents of Kherson region Serhiy Manuylenko and Yevhen Kyrylov of suspicion; they participated in organizing and conducting an illegal referendum in the Skadovsk area regarding the region’s accession to the Russian Federation.
According to the investigation, Manuylenko and Kyrylov, no later than 23 September 2022, while present on the left bank of Kherson region, agreed to the occupiers’ proposals and joined the illegally formed precinct election commission No. 728. It operated in the village of Hostropodolianske in Skadovsk district.
Between 23 and 27 September 2022 the suspects carried out door-to-door visits of local residents, urged the population to participate in the illegal vote, and directly took part in its conduct.
At present Serhiy Manuylenko and Yevhen Kyrylov are charged with collaborationist activity, namely voluntary participation in organizing and conducting an illegal referendum in temporarily occupied territory, committed by prior conspiracy by a group of persons. This concerns violations of part 5 of Article 111-1 and part 2 of Article 28 of the Criminal Code of Ukraine.
