In 2025 specialists of the Southern Office Department of the State Audit Service in Kherson region detected violations in the procurement sphere totaling nearly UAH 1.83 billion.

Thus, as a result of the inspections, contracting authorities cancelled tenders worth UAH 28.3 million and terminated contracts worth UAH 37.6 million.
In addition, materials of 9 pre-trial investigations were transferred to law enforcement agencies; materials from 5 control activities and 3 expert conclusions were added to criminal proceedings. Four individuals were notified of suspicion.
Twenty-eight people were held disciplinarily and financially liable.
Recently we wrote that SBU operatives found in Lviv Oleksandr Novokhatskyi and notified him of suspicion under part 4 of Article 191 of the Criminal Code of Ukraine (Misappropriation of budget funds on a large scale during martial law).
Recall that in January 2025 the SBU found that Novokhatskyi was an intermediary in the transfer of kickbacks for the performance of work funded by the Kherson budget. And in summer 2025 the police initiated a criminal case over the embezzlement of budget funds in the construction of underground schools.
