The Avanhardivska settlement council of Odesa region and the public organization “Unbreakable Country” signed a Memorandum of cooperation, the details of which are not on the council’s website.
This is stated in the draft agenda of the village council session, which is available on the website.
The founder and head of the NGO “Unbreakable Country” is Kherson native Nataliya Petrenko.
She is the wife of former Kherson city council deputy from OPZZh, Anton Khmaro.
Petrenko and Khmaro are founders of the lawyers’ association “Yusta”.
From 2015 to 2022 Anton Khmaro was a land “fixer” in Kherson. For money, he helped or hindered Kherson entrepreneurs in formalizing or buying land.
In 2023 he was mobilized and is serving in the military.
In the summer of 2024 he resigned his deputy mandate.
The NGO “Unbreakable Country” is registered in the Odesa shopping center Marshal.
At registration they listed a contact phone number belonging to Kherson resident Anastasia Yavorska. She also led the NGO from 2022 to 2023. In 2020 she ran for Kherson city council from OPZZh and indicated at that time that she worked as a lawyer at the law firm “Yusta”.
She currently works as the chief specialist of the legal sector of the apparatus of the Izmail District State Administration of Odesa region.
From summer 2023 to April 2025 the head of the NGO “Unbreakable Country” was Amina Mazur. She is the daughter of former Kherson city council deputy from OPZD, Olena Mazur. Since 2018 she actively assisted Anton Khmaro in all land matters.
The Avanhardivska community borders Odesa, and its “border” lands are gradually being built up with residential and cottage complexes. The price of land there is constantly rising.
We can only guess what interests Khmaro and Mazur and their NGO have in this community.
