A former deputy to the illegal head of the so-called Kakhovka municipal district, Valeriy Havryliuk, was notified of suspicion of collaborationist activity and treason.
This is stated on the website of the Office of the Prosecutor General.
Investigators established that from June 2023 to April 2024 Havryliuk performed organizational and administrative‑economic functions in the occupation administration, acting in the interests of the aggressor state. He represented the illegal authorities, signed normative acts, disposed of budget funds, managed community property and participated in the overall governance of the occupied territory.
Havryliuk is charged under Part 5 of Article 111-1 of the Criminal Code of Ukraine (collaborationist activity), as well as Part 2 of Article 111 of the Criminal Code of Ukraine — treason committed under martial law.
Valeriy Havryliuk was dismissed from the post of deputy to the occupation head of the so‑called Kakhovka municipal district, Pavlo Filipchuk, in the autumn of 2024. As of June 2025, Havryliuk worked as deputy head of the occupation administration of the Ivanivka settlement community of Henichesk district in Kherson region.
Valeriy Havryliuk is the twin brother of another collaborator, Oleh Havryliuk, who since April 1, 2022 has headed the water utility in Kakhovka seized by the occupiers. Valeriy Havryliuk left Kakhovka long ago, lived for more than ten years in Germany, and after that, since 2010 — in Moscow.
