The former head of one of the units of the Northern Correctional Colony No. 90 in Kherson, Vsevolod Agapiiev, was sentenced in absentia for collaborationist activities. During the occupation of the city he voluntarily switched to the side of the Russian Federation. On December 23, 2025, the Desnianskyi District Court of Chernihiv found him guilty and imposed a sentence — 13 years of imprisonment with confiscation of all property.
This was reported by correspondents of «ІРС-Південь» citing the court verdict and open sources.
According to the court, in 2022 Agapiiev held the position of head of the department of the socio-psychological service of the state institution «Northern Correctional Colony No. 90» and cooperated with the occupation administration. He took the position of head of the premises that functioned as a pre-trial detention facility on the basis of the so-called «Northern Correctional Colony No. 90 of the Penitentiary Service Directorate for Kherson Oblast».

Among the evidence in the case are official documents left by Russian military during their retreat from Kherson in the autumn of 2022, as well as testimony from four witnesses who confirmed his activities as part of the occupation administration.
The court found Agapiiev guilty under part 7 of Article 111-1 of the Criminal Code of Ukraine and, in addition to imprisonment and confiscation of property, stripped him of the special rank of lieutenant of the internal service. The verdict in this case has not yet come into legal force.
At the same time, the Chernihiv court’s decision stated that the defendant had not previously been convicted, although this is not true. On June 24, 2024, the Malynovsky District Court of Odesa had already found Agapiiev guilty in absentia of high treason under part 2 of Article 111 of the Criminal Code of Ukraine and sentenced him to 15 years of imprisonment with confiscation of property and deprivation of rank.
This verdict was appealed by the defense, but the Odesa Court of Appeal on December 9, 2024, and the Supreme Court on June 25, 2025, left it unchanged. After that, the decision came into legal force.
