The court approved an agreement on admission of guilt in a case concerning the embezzlement of budget funds in the Bilokrynytsia community of Kherson region. This concerns the former acting head of the Bila Krynytsia settlement, Serhiy Siryak, who signed documents certifying the completion of works that were in fact not carried out.
This is stated in the verdict of the Novovorontsovka District Court.
The investigation established that in November 2017 Siryak headed the settlement council and received the authority to manage the community’s funds. In December 2019 he concluded a contract with a private entrepreneur to install sports, gymnastic and children’s playgrounds with a total value of more than 532 thousand hryvnias.
Although no works were carried out at the site, the official signed an act of acceptance of the completed works and stamped it with the settlement council’s seal. On the basis of this document the budget funds were transferred to the contractor. Expert examinations confirmed that the signature on the acts belongs to the accused, and the information about the completion of the works does not correspond to reality.
The court found that at the time the funds were transferred neither sports or children’s playgrounds, nor fences, nor pavement had been constructed. The damage to the community exceeded half a million hryvnias and was later fully reimbursed.
In November 2025 an agreement on admission of guilt was concluded between Serhiy Siryak and the prosecution. The former official admitted guilt in embezzling budget funds committed by abusing his official position. The court approved the agreement and sentenced him to five years of imprisonment with a probationary period of three years, and also banned him from holding managerial and administrative positions for three years.
In addition, nearly 30 thousand hryvnias were recovered from the defendant to cover the costs of the forensic examinations. The verdict can be appealed within 30 days.
