Entrepreneur from Lutsk Natalia Borshchevych, about whom MOST repeatedly wrote, nevertheless figures in the criminal proceedings regarding the procurement of anti-drone nets for the Kherson region.
This became known from a certificate from KhOVA concerning the procurement of the nets, which came into the possession of the editorial office.
As stated in the certificate, in November the Department of Civil Protection and Defense Work of KhODA received a court order granting investigators access to items and documents. In particular, investigators requested access to contracts with FOP Natalia Borshchevych and FOP Serhii Rulov.
The regional administration’s certificate asserts that contracts with these entrepreneurs were not actually concluded, and that the information provided by the investigation to the court is unreliable.
Note that earlier MOST wrote that nets were indeed ordered from Natalia Borshchevych; this is confirmed by data on Prozorro, and Borshchevych personally told about this during a conversation with a MOST journalist.
However, after the publication of several pieces about the entrepreneur’s past and significant public outcry, the contract with her was terminated. The fact of the contract’s termination was confirmed to us by the head of the Department of Civil Protection and Defense Work of KhODA, Yevhen Pisotskyi.
As for Serhii Rulov, there is also data on the conclusion of contracts with him on Prozorro for the supply of materials to the department – these are two procurements – 500,000 UAH and 232,500 UAH. There is no data on Prozorro about the termination of the contracts.
The administration also denies the claims that the suppliers of the nets mentioned in the investigation’s materials “do not operate” and emphasizes that they are registered and operating.
