Residents gave the highest ratings to gas supply — 52% rated the service as “good” or “excellent”. Water supply and sewage received 40% positive ratings, electricity supply — 34%.
These are the results of a survey of Kherson residents conducted on behalf of the Kherson Community Foundation “Zakhyst”.
Among the services with low ratings, respondents named the operation of public transport and waste collection, while elevator maintenance and street cleaning were rated the worst. Also among the low-rated services were the organization of humanitarian aid and public order protection.
Medical and educational services received average ratings, while social services and the organization of humanitarian aid elicited mixed reactions from residents.

The survey allowed rating the quality of services on a five-point scale, where 5 is the highest rating and 1 is the lowest.
The field stage of the survey was conducted from November 10 to 30, 2025. The study involved 403 respondents.
