An 88-year-old resident of the Kherson region who moved to the Russian Federation received a so-called housing certificate there, but without a court he could not receive the payments.
According to Russia-controlled media, the man received the certificate in the Astrakhan region, with which he allegedly could purchase housing anywhere in Russia, but despite having the certificate, the local authorities refused to transfer the money to him, so he appealed to the Russian prosecutor’s office.
The man was able to obtain the money to buy housing in a village in the Astrakhan region only after a court decision that lasted about two years.
It should be noted that in the Russian Federation there are often cases when residents of the Kherson region cannot receive the promised money, or when the Russian authorities demand that they return it.
Thus, Kherson families who left for Russia receive letters demanding that they voluntarily compensate previously transferred amounts that are classified as “unjust enrichment”.
Recall that at the end of August 2025 it became known that refugees from Kherson are suing the Russian authorities over housing certificates, and a family of Kherson collaborators, which after the deoccupation of the city moved to the Kaluzhskaya stanitsa in Krasnodar Krai of the Russian Federation, stated the impossibility of obtaining the promised housing under the Russian state program.
