Russian President Vladimir Putin during a meeting on demographic issues said that in Russia “there is a growing willingness to have children”. The greatest desire to become parents, he claimed, allegedly arises among people in the temporarily occupied Kherson region, which Putin also considers territory of the Russian Federation.

Also, according to him, besides the Kherson region, a “rise in readiness to give birth” is observed in the temporarily occupied territories of Zaporizhzhia Oblast.
In his view, this activity is facilitated by the Russian system of support for childbirth.
Note that since January 2025 at least 27 Russian regions have introduced payments for young mothers, including pregnant full-time university students and schoolgirls. In most regions the conditions for these payments cover young women up to 25 years old. In March 2025 a number of regions of the Russian Federation expanded the payments to include pregnant schoolgirls.
In addition, in schools in the temporarily occupied Kherson region the occupying authorities planned to introduce a course to stimulate birth rates.
