The Department of Civil Protection and Defense Work of the Kherson Regional State Administration ordered building materials for the needs of the Defense Forces for nearly UAH 1.2 million. Information about the product names and the supplier in the documents is hidden.
As stated on Prozorro, on November 28 the department bought 30,000 units of goods at prices of UAH 89.9 and UAH 29.6 thousand per unit.
What specific construction materials these are and who exactly supplies them – is unknown, since this information is hidden in the contract. This is justified by amendments to the Civil Code of Ukraine and other laws to protect information about companies that work for defense.
However, it is known that this supplier received its contract without competition. Permission to conduct the procurement without using the electronic system was granted by the Kherson Regional Defense Council.
Recall that in recent days the Department of Civil Protection and Defense Work of the Kherson Regional State Administration has found itself at the epicenter of a corruption scandal.
Current and former officials of this very department have become subjects of an investigation under Part 4 of Article 191 of the Criminal Code of Ukraine (misappropriation, embezzlement of property or seizure of it by abuse of official position, committed on a large scale or by an organized group). The criminal case concerns a scheme of embezzlement of budget funds in the procurement of anti-drone nets for the Kherson region.
