MKP «Khersonteploenergo» ordered from LLC «Planeta RS» structural elements and materials for the construction of an above-ground civil protection shelter. The purchase price is 2 123 134 UAH including VAT.

The company purchased more than 500 concrete foundation blocks of various types, as well as several dozen large reinforced concrete slabs. Among them are slabs for constructing foundations and floor slabs, as well as blocks that are typically used to erect walls and supporting structures.
The procurement report does not indicate the cost of each individual item, which is a violation. The reasons why these data were not disclosed are unknown.


LLC «Planeta RS» was registered in Kherson in February 2021. The company’s main activity is the construction of residential and non-residential buildings. The co-owners of the enterprise are Ihor Startsev and Liudmyla Romanova, each owning 50% of the authorized capital.
Liudmyla Romanova is the wife of Roman Romanov, who during Poroshenko’s time headed the state concern Ukroboronprom, and now lives in the USA.
Startsev, in turn, besides his share in LLC “Planeta RS”, is the founder of a “Construction Company” in Odesa.
The company participated in public procurements only once — in 2021 for the amount of 550 600 UAH.

Recall, in 2023 it became known that the general director of the state concern “Ukroboronprom” in 2014–2018 Roman Romanov founded a paving stone production plant in the United States.
Note that on July 7, 2014 the President of Ukraine Petro Poroshenko appointed Kherson businessman Roman Romanov as the general director of the state concern Ukroboronprom. Earlier Romanov was a business partner of Poroshenko and Svinarchuk-Gladkovsky.
Roman Romanov, during the time he was general director of Ukroboronprom, acquired a scandalous reputation due to a series of abuses at defense enterprises, as well as due to questionable personnel decisions.
Roman himself reacted very negatively to criticism directed at him. In particular, he called “bots” the journalists who wrote about abuses in Ukroboronprom.
News of Roman Romanov’s resignation from the post of general director of Ukroboronprom became known in December 2017. Officially dismissed from the post he was in February 2018.
