The Odesa District Administrative Court has ruled on the forced dissolution of the Kherson City public organization “Russian National Community “Rusichъ”.
As stated in the court decision, the NGO was banned due to signs of anti-constitutional and pro-Russian activities of the association detected by the SBU, as well as because of the role of its leader Tetiana Kuzmich – a collaborator who is named in a number of criminal proceedings.
According to SBU materials submitted to the court, Kuzmich for many years was an active promoter of Russian narratives in the region, and after the occupiers seized Kherson she sided with them. She joined the so-called “Committee for the Rescue of Kherson Region”, held positions in the occupation administration, was responsible for the “education sector” and publicly announced the introduction of Russian educational standards.

Also, as indicated in the investigation materials, Kuzmich is involved in the illegal deportation of Ukrainian children to the Russian Federation.
The court decision emphasized that the activities of the organization and its leadership during Russia’s armed aggression are regarded as violating Ukraine’s sovereignty, undermining national security and strengthening the information influence of the aggressor state.
By the way, after Kherson was liberated, Tetiana Kuzmich left for territory temporarily not under Ukraine’s control, to the city of Henichesk. There, we recall, she was initially the deputy to the occupation’s Minister of Education of Kherson region, and later appointed deputy to the occupation governor for work with evacuated residents. In fact, the collaborator is managing the mass deportation of the region’s residents to the territory of Crimea occupied by Russia and to regions of Russia.
As is known, Kuzmich prepared for her “star” occupation period long ago, even before the full-scale invasion. Evidence of this was found during a search in her home by DBR officers together with the regional prosecutor’s office. They found Russian propaganda materials and symbolism, manuals for re-education, and awards for active support of Russia.
Kuzmich has been declared wanted, received charges for treason and collaborationist activity and is under sanctions. According to YouControl data she is on the RNBO sanctions list and international sanctions lists. The analytical system emphasizes: such information creates high reputational and legal risks and falls under the NBU’s financial monitoring criteria.
The court also noted that Russian special services systematically use pro-Russian civic associations to strengthen their influence in occupied territories. “Русичъ”, according to the SBU’s conclusions, has such signs – the organization spread anti-Ukrainian messages, maintained ties with Russian structures and could be used as an instrument of informational influence.
By the court’s decision, the activity of the organization “Русичъ” is banned, and its property and assets have been transferred to the state.
It is known that the public organization “Русичъ” was registered on April 30, 2003. Its co-founder is Iryna Agapova, about whose activities nothing is currently known.
