The Territorial Administration of the State Judicial Administration of Ukraine in Kherson Oblast ordered a generator from the scandalously well-known entrepreneur from Lutsk, Natalia Borshchevych, whom law enforcement suspected of producing and selling pornography.
As indicated on Prozorro, in October the SJA announced a procurement for the supply of a generator. The expected cost was listed as 45.5 thousand UAH.

Two participants entered the tender – the Lviv LLC “Proficenter Kvitka” and sole proprietor Natalia Borshchevych.
“Proficenter Kvitka” – a large store of tools for home, car services and construction that has been operating for over twenty years. The company offered to supply a gasoline inverter generator 7.0/8.0 kW SC9000iYESA of Chinese manufacture for 43.9 thousand UAH.
Natalia Borshchevych, who has been engaged in entrepreneurial activity since July this year, offered the SJA a gasoline inverter generator model EnerSol EPG-8000IOEA, also of Chinese manufacture, but somewhat cheaper – for 40.9 thousand UAH.

The SJA chose the cheaper offer and on November 18 signed a contract with Borshchevych.
Although the prices of the generators offered by the participants are close to market averages, the proposal from “Proficenter Kvitka” was technically more advantageous, as their generator has a reinforced engine, a larger fuel tank, dual fuel supply and more modern electronics.
So if the SJA wanted to choose more reliable equipment – it would have been logical to buy the generator from “Proficenter Kvitka”.
Note that the winner of this procurement, Natalia Borshchevych, had already tried to enter the Kherson market and become a supplier of anti-drone nets. However, after MOST journalists found out that she was suspected of producing and selling pornography the Department of Civil Protection and Defense Work of the Kherson Regional State Administration terminated the contract with her. At that time, the Kherson Regional State Administration justified the refusal to cooperate with Borshchevych by “high reputational risks”. MOST told this story in detail in a video at the link.
We assume that Natalia Borshchevych’s salacious past and the media scandal did not deter the SJA’s Kherson administration, and the cheaper generator became more important than reputation.
