Investigators have notified Nina Shashkova, the rector of a higher education institution illegally created by the occupying authorities in Skadovsk, of suspicion; she implemented Russian Federation education standards there.
This is stated on the website of the Office of the Prosecutor General.
The investigation established that at the end of October 2023 Shashkova began performing the duties of “acting rector”, and later — “rector” of the illegal Kherson State Pedagogical University (ФДБОУ ВО «ХДПУ»).
In that pseudo-position Shashkova organized the educational process according to Russian standards, approved schedules and lesson plans, and formed student groups.
According to the investigation, she ensured the complete transition of instruction to the Russian language, recruited teaching and technical staff, participated in meetings with representatives of the occupation administration and conveyed their demands to the management and teaching staff. Shashkova also coordinated the work of faculties and gave deans and department heads instructions on developing curricula according to the standards of the aggressor country.
During 2023–2025, according to the investigation, Shashkova organized student attestation in the format of in-person learning, handled the employment of graduates to illegal governmental bodies and institutions in the occupied territories of Kherson region and Crimea, and conducted admissions campaigns for bachelor’s and master’s programs according to Russian rules. She also ensured the creation and operation of Telegram channels of the occupation educational institution to disseminate information about its activities.
No later than February 2025 the suspect ordered the publication of a message on the introduction from 2026 of a new Russian educational system with a three-level model instead of bachelor’s and master’s degrees.
In March 2025 she organized the awarding of diplomas to graduates, and in June she gave an interview to a Russian propaganda media outlet about the integration of the university into the Russian education system.
The investigation established that Nina Shashkova initiated the determination of the state order volume for 2025–2026, created a dissertation council and took part in a meeting of the Russian Ministry of Education regarding plans for the new academic year.
Thus, Nina Shashkova is suspected of collaborationist activity and assisting the state-aggressor by implementing Russian educational standards in institutions on the temporarily occupied territory of the Kherson region (Part 3 of Art. 111-1 and Part 1 of Art. 111-2 of the Criminal Code of Ukraine).
Recall that in June 2025 the occupiers appointed Nina Shashkova as rector of the illegal Kherson State Pedagogical University.
Shashkova became the acting rector of the illegal pedagogical university in November 2023 — after her predecessor Tetyana Tomilina was appointed head of the so-called Duma of the Kherson region.
In 2024 Shashkova placed her husband Yurii Shashkov into the Center for Countering the Ideology of Nazism created by the occupiers at the non-existent university.
