Educational institutions in the temporarily occupied left bank of the Kherson region must teach young people the basics of defense and military service.
This is stated in the order signed by the so-called governor of the temporarily occupied territory of the Kherson region, Volodymyr Saldo.
According to the document, from September 2025 to June 2026 the occupation’s Ministry of Education and local administrations must ensure the organization of special training. It should take place in general education, vocational and higher educational institutions located in the occupied territory.
To ensure this process, professional retraining and advanced training of educators are also envisaged.
Furthermore, as stated in the document, during 2025–2026 military-patriotic events are planned under the slogan “There is such a profession — to defend the Motherland!”. These events will necessarily involve Russian veterans, members of the so-called military-patriotic movement “Yunarmiya”, as well as students of cadet and Cossack classes.
The creation of the first military associations in the temporarily occupied territory of the Kherson region became known in February 2023.
Overall, according to the Laboratory for Humanitarian Research (HRL), Russia has created more than 200 facilities for the militarization of Ukrainian children.
