The staff of KNP «Kherson City Dental Polyclinic» addressed an open letter to the head of the Kherson MVA Yaroslav Shanko, alleging pressure on the acting director Ihor Chepel and interference in the medical institution’s work by certain officials.
This is stated in the open appeal of the staff of the Kherson Dental Polyclinic to Yaroslav Shanko, which was published by the former head of the Health Department of the Kherson City Council Viktoriia Khmilevska.
According to the institution’s employees, on November 20 Ihor Chepel was summoned to the MVA, where he was subjected to moral and administrative pressure, with attempts to force him to agree to the appointment of Mykhailo Kleshchytskyi as deputy director.
During this meeting, the staff claim, the director was psychologically pressured and was forced to make personnel decisions that contradict the polyclinic’s interests.
The appeal also states that November 11–14 Mykhailo Kleshchytskyi allegedly repeatedly came to the institution without appointment documents and interfered with work processes, demanded dismissals of employees and the removal of reservations for staff liable for military service.
The letter also says that on November 19 labor meetings were held at the polyclinic, at which medical workers unanimously supported the candidacy of the head of the sector for organizational and methodological work Raisa Melnychenko as acting director. The staff consider her a competent specialist capable of ensuring stable operation.
In the appeal, the employees ask the MVA to: protect the staff from pressure, prohibit Mykhailo Kleshchytskyi from coming to the institution without justification, evaluate the actions of officials on November 20, guarantee transparency of personnel decisions, and appoint Raisa Melnychenko as temporary head.
The staff state that if the interference continues they will be forced to appeal to the NACP, the Ministry of Health, the Verkhovna Rada Commissioner for Human Rights, the State Labor Service and law enforcement agencies.






Recall that from November 11, 2025, to temporarily perform the duties of the head of the Kherson City Dental Polyclinic appointed Ihor Chepel.
Ihor Chepel already served as acting director of the dental polyclinic from April to September 2024. At that time he was appointed to the position instead of Viktoriia Khmilevska, whom former Kherson mayor Roman Mrochko appointed head of the Health Department of the Kherson City Council.
After Chepel, the Kherson City Dental Polyclinic was headed by Denys Yakovlev, who worked as a dentist-prosthodontist at the same polyclinic.
However, from April 2025 the institution was placed under the management of obstetrician-gynecologist Yevhen Hnylytskyi, whom Mrochko appointed to the position “retroactively”, i.e., already after his official dismissal. Note that before this Hnylytskyi headed the Kherson City Perinatal Center named after Klimenko, which had already been liquidated.
According to a MOST source in the MVA, on November 10 it became known that the head of the Kherson MVA Yaroslav Shanko dismissed Yevhen Hnylytskyi from the post.
