Kherson State Agrarian and Economic University commissioned the development of a new official website for the institution.
As stated on Prozorro, the procurement took place through an open tender procedure with special features. The university indicated an expected cost of UAH 144.3 thousand.
Two participants came to the auction — LLC “Memo.Ua”, which initially offered to create the site for UAH 96 thousand, and entrepreneur Oleg Shevchenko, who had an offer priced at UAH 70 thousand.
Later the participants further reduced their prices for the services — UAH 30 thousand and UAH 59 thousand, respectively.
Kherson University was attracted by the low price offered by LLC “Memo.Ua”, so it was this company with which a contract was signed on November 4, although the price was abnormally low, as indicated by the Prozorro system.
Thus, according to the technical specification, the new website will be developed using advanced IT solutions, including the use of artificial intelligence (contextual site information search must be implemented using modern methods and solutions in the field of artificial intelligence) and a large language model must be added.
Work must be completed by December 20, 2025.
As stated on the company’s website, it has developed websites for both government bodies and educational institutions, as well as private companies — ATB, Novus, Malyatko, etc.
