The occupation governor of Kherson region Volodymyr Saldo announced the region’s “leadership” in the development of banking services.

According to him, allegedly a federal bank plans to invest over 78 billion rubles in the structures of the so-called “Novorossiya” and the occupied Donbas. In his statement Saldo claims that these funds will go to the construction of buildings, including the residential complex “White Sands” in the captured Skadovsk.
Recall that by the end of December 2023 in the temporarily occupied territories of Kherson region there were 14 branches of the sanctioned Russian ‘Promsvyazbank’.
On February 24, 2022, in connection with Russia’s invasion this bank was included in the US sanctions list, SDN, which entails the maximum possible restrictions and a complete freezing of assets. Later Singapore also joined the sanctions. The bank was also disconnected from the SWIFT interbank payment system.
Later the Russians began to claim that into the left-bank area of the region IO Bank and Rostfinansbank were supposed to enter. The first is also under sanctions.
