Kherson City Court on November 13, 2025 found Russian citizen Oleksiy Halchenkov guilty; he had served as the head of the education department of the so-called Henichesk municipal district in the occupation administration on the left bank of the Kherson region.
This is stated in the court’s verdict.
The court found that Halchenkov facilitated the integration of Ukrainian educational institutions into the Russian education system and spread propaganda of Russian culture and mentality. He publicly justified the actions of the Russian occupation administration, in particular during an interview for pro-Russian media, which was later posted on the occupiers’ Telegram channel.
Halchenkov’s actions were qualified under Part 6 of Article 111-1 of the Criminal Code of Ukraine (collaborationist activity) and Part 3 of Article 436-2 of the Criminal Code of Ukraine (justification of temporary occupation).
For the totality of the crimes the court sentenced him to 12 years of imprisonment, 12 years of prohibition from educational and upbringing activities, and confiscation of all property. Procedural costs in the amount of UAH 10,664.65 were recovered from the defendant.
Recall that on March 7 the Security Service of Ukraine announced suspicion against the Russian national Oleksiy Halchenkov.
Note that in March 2023 Halchenkov was appointed to the position of the so-called Minister of Education of Kherson region, but in October of the same year he was replaced by Lyudmyla Kovtun.
In February 2024 the EU imposed sanctions against Halchenkov.
