The occupation authorities of Kherson Oblast announced the start of transitioning the left-bank healthcare system to the Russian Unified State Information System (EDIS) in the field of medicine.
This was reported by the occupation governor of the region, Volodymyr Saldo.
According to him, 55 million Russian rubles have been allocated for the implementation of the system. A three-party contract with a “reliable contractor” for three years has been signed to implement the project.
The implementation of EDIS is allegedly intended to “simplify the record-keeping of patients and medical services”, as well as to “increase the efficiency of healthcare institutions” in the temporarily occupied territories of Kherson region.
Note that, according to the illegally created Mandatory Medical Insurance Fund of Kherson Oblast, medical services satisfy only 34% of the population of temporarily occupied Kherson region.
The state of healthcare on the left bank of Kherson region remains critical – there is a shortage of specialists. According to occupation media, to compensate for the lack of medical staff, doctors from Mordovia, Kabardino-Balkaria, Krasnodar Krai, Moscow and other Russian regions periodically come to hospitals on the left bank of Kherson region.
In September 2025 it became known that the Russian Federation did not allocate funds for the treatment of cancer patients in the temporarily occupied territories of Kherson region.
