The Central District Court of Mykolaiv found Ihor Semenchev guilty of cooperating with the occupation administration of Kherson region (Part 1 of Article 111-2 of the Criminal Code of Ukraine).

According to the investigation, around April 2022 Semenchev voluntarily took the position of deputy head of the so-called Military-Civil Administration of Kherson region for infrastructure, housing and communal services, and the fuel and energy sector.
In the pseudo-position he actively supported the actions of the occupying authorities and took part in the work of the Emergency Commission, which made decisions regarding the detention and release of local residents, changes to preventive measures, and the enforcement of verdicts that had not become legally effective.
From May to November 2022, Semenchev voted to extend the periods of detention of people in the pretrial detention center and the unit of Northern Correctional Colony No. 90, approved the transfer of individuals to serve sentences, and also made decisions on early release or the expiry of detention terms.
The court in absentia sentenced Ihor Semenchev to 12 years of imprisonment with confiscation of property. He was also banned for 15 years from holding positions in state authorities, local self-government, state and municipal enterprises, and law enforcement agencies.
Ihor Semenchev went into cooperation with the Russians in spring 2022. He disappeared from the public sphere at the end of December 2022. It is likely that he was dismissed at the end of 2022 or at the beginning of 2023.
In 2023, Semenchev Jr. and two of his associates were tried for embezzlement in the repair of roads in Antonivka in Kherson region.
Later Semenchev tried through the occupation courts of Crimea to appeal his dismissals from the occupation military-civil administration, where he was deputy head.
In 2024 the occupation court of Sevastopol on December 11, 2024 handed down a sentence to Semenchev Jr.
