The occupation governor of the left-bank Kherson region, Volodymyr Saldo, instructed to accelerate the creation of a registry of “ownerless” property.
This was reported by pro-Russian media.
According to him, this would allegedly allow “to provide housing” for specialists whom the occupation authorities plan to attract to work in the occupied territories as part of Russian federal programs — “Zemsky Doctor”, “Zemsky Cultural Worker”, “Zemsky Teacher” and from 2026 — “Zemsky Coach”.
The occupation administration promises payments of up to two million rubles to such specialists.
Saldo stated that doctors, teachers and cultural workers “must live in decent conditions”, so the formation of the registry of ownerless property, in his opinion, will help provide housing more quickly to those who agree to work in the occupied territory.
Earlier MOST wrote that at the beginning of 2023 the occupiers announced that they would recognize the property of residents of the TOT of Kherson region as “ownerless” in the absence of the owner. After that, on the left bank they began to massively “nationalize” real estate, and recently changed the procedure, by which they will appropriate the housing of TOT residents.
