The Department for Civil Protection of the Kherson City Council has signed the first contract during Yaroslav Shanyk’s tenure for repairing a shelter with long-time acquaintances connected to a corrupt official from Oleksandr Prokudin’s team.
A contract for 2 387 081 hryvnias was signed on October 1 with sole proprietor Ihor Sidko.
As before, the address of the shelter that Sidko will repair was hidden.
But they did not hide the estimate, from which it is clear that Ihor Sidko significantly inflated the prices of materials.
Just on one boiler, which the city bought for 6,748 hryvnias, the builders earned over one thousand hryvnias extra, and the CERSANIT toilet, of which the city will buy two at 4,962 hryvnias each, while in a Kherson construction supermarket the same can be bought for 3,624 hryvnias.


The AS-4 Polimin adhesive tinting quartz primer will cost the city 108 hryvnias per kilogram, whereas on Rozetka, on sale, it costs 53 hryvnias, and even with free delivery to Nova Poshta. And without the promotion, in Epicenter, the same primer costs 79 hryvnias per kilogram. The overpayment on this item will be at least 1,300 hryvnias.

On the VKMS 200 duct fan the builders will earn at least three thousand extra, because in stores this product costs on average 9,000–9,300 hryvnias per unit (on Rozetka one thousand cheaper), and it was included in the estimate at 11,197 hryvnias.

Obviously, there are not overpayments in every item, but on just the items we listed the builders created overpayments totaling 5,000 hryvnias. The trend, we think, is obvious.
FOP Sidko is not a stranger to the Kherson authorities. He has already repaired shelters in Kherson, in the Daryivska community and in the regional hospital.
He is also not a stranger to the ex-official from the Kherson OVA Pavlo Kozyrev who was caught taking a bribe.
Kozyrev was appointed on February 22, 2023, a few weeks after Oleksandr Prokudin was appointed head of the Kherson OVA, and on January 9, 2025 he was detained on a bribe.
He is suspected under Part 3 of Article 368, Part 2 of Article 28, Part 3 of Article 369-2 of the Criminal Code of Ukraine — receiving an unlawful benefit by an official, committing a crime by prior conspiracy of a group of persons, and abuse of influence.
According to the investigation materials, Kozyrev and several others conspired to extort money from the contracting firm that was to receive the contract for repairing the Regional Hospital of Restorative Treatment. In particular, Kozyrev was to influence HOVA and hospital officials regarding the conclusion of the contract and the subsequent unobstructed acceptance of the completed works. Simply put, it was a kickback for the repair contract. The investigation of this case is still ongoing.
Until the end of March 2023, Pavlo Kozyrev was a co-owner of LLC “D.I.S. Bud”. The co-owners of this company were Oleksandr Romanyuk and Ihor Sidko.
The company carried out construction works for many years.
The company, with numerous violations before the full-scale invasion, carried out the reconstruction of Potemkin Square in Kherson, and in 2022 planned to repair the Kherson City Hall’s porch for 4.4 million hryvnias.
According to MOST’s sources, Pavlo Kozyrev was mobilized into the ranks of the Armed Forces of Ukraine.
Note that Yaroslav Shanyk’s predecessor Roman Mrochka was mercilessly criticized for non-transparent distribution of contracts among his own companies and inflated prices for shelter repairs.
