Instead of Viktoriya Khmilevska, her deputy Svitlana Kulinich will temporarily head the Health Department of the Kherson City Council.
Information about the personnel changes was published on the Kherson City Council’s website.
It is specified that Svitlana Kulinich has been performing the duties of the head of the department since October 10.
Recall, already in August Kulinich applied for the position of head of the Health Department, but later filed a declaration as a candidate for deputy head.
But the dismissal of Viktoriya Khmilevska became known to MOST only yesterday, although information about her potential dismissal had been circulating earlier.
Khmilevska headed the Health Department of the Kherson City Council from 2024. She was appointed by the former head of the Kherson MVA, Roman Mrochko.
Before that she was the director of the Kherson City Dental Polyclinic, where she tried to monopolize the work of all dental institutions in the city.
In May 2025 Khmilevska attempted to seize part of the premises of the Kherson City Hospital named after Karabelesh. The basis was an order by Mrochko, which he signed retroactively — already after his dismissal. The document provided for the transfer of the Karabelesh hospital’s dental department to the city dental polyclinic.
