The Sosnivskyi District Court of Cherkasy in absentia found 47-year-old so-called deputy head of the occupation administration of the Skadovsk city community in the Kherson region, Oleksiy Frolov, guilty of collaborationist activity. The court sentenced him in absentia to 15 years in prison with confiscation of all property.
This was reported by “IRS-Pivden” citing the court verdict.
According to the investigation, no later than August 2022 Frolov took the position of deputy head of the occupation administration of the Skadovsk city community, and in 2023 he became deputy head of the administration of the Skadovsk municipal district.
Witnesses said that the accused actively supported the Russian invaders, made propagandistic statements, and was responsible for the housing and communal services sector.
“At the end of 2022 – the beginning of 2023 the Russian occupiers temporarily suspended Oleksiy Frolov from work – likely due to their investigation into his theft of construction materials. However, he later returned to his position in the occupation administration,” a witness said.
The court found Oleksiy Frolov guilty of high treason and collaborationist activity (part 2 of Article 111 and part 5 of Article 111-1 of the Criminal Code of Ukraine).
Journalists note that Frolov was last mentioned as the deputy head of the occupation administration of Skadovsk in June 2024. Later he worked as a chief specialist at the occupation ministry of resorts and tourism of the Kherson region.
In November 2024 Frolov held a presentation of the so-called “tourist-patriotic route” in Askania-Nova.
Before Russia’s full-scale invasion, Frolov worked in local government. From 2015 to 2020 he was a deputy of the Skadovsk City Council from the Green Party of Ukraine and headed STOV “Skadovsk Incubator”.
From 2016 to 2022 — director of the communal institution “Skadovsk Center for Financial and Economic Services for Educational Institutions”.
In 2020 he was elected a deputy from the Party of Local Self-Government.
